Introduction The City of Darebin may be taken to be a large municipality located in the northern suburbs of Melbourne in the state of Victoria, Australia. It is a local government area and comprises of 53 square kilometers (Darebin, Wikipedia, 2006). The city had a population of approximately 131,000 people (2002 Census) but the population is increasing.
